In the face of road passenger transportation, the industry suffered impacts caused by:(1) the rapid development of high-speed rail and civil aviation; (2) the sharp growth of private cars; and, (3) the worker tide change resulting from the adjustment of industrial structure. Although the management departments provided a series of policies and implemented intensive management, some problems - such as the low service quality level and the lack of leading enterprises - still stand out in the road passenger transportation industry. In view of this, this paper starts with the review and reflection on the intensification policy of our road passenger transportation development - such as market access/exit and road passenger transportation pricing - and analyzes the needs and the mode of road passenger transportation enterprise intensive development. It then puts forward policy suggestions.
