From the perspective of time and space, this paper proposed traffic congestion index system based on data collected from RTMS of Beijing expressway. Traffic congestion condition in various time granularities and various space granularities can be evaluated by traffic congestion index system. Performance characteristics and trend of traffic congestion of Beijing expressway can be obtained and evacuation capacity of road is also evaluated by these indexes. Based on study of traffic evaluation index, this paper further proposed the prediction approach on traffic congestion index.
