Unreasonable redevelopment of urban land leads to problems such as traffic congestion and it is not propitious for sustainable development of cities. In order to judge the rationality of land redevelopment on the basis of impact on traffic congestion, a congestion identification system is needed. Based on the analysis of relationships between land redevelopment, traffic demands, and traffic-bearing capacity, the paper draws a conclusion that land redevelopment influences traffic congestion through changing demand and bearing capacity and the inconsistent changes lead to traffic congestion. In order to evaluate the impact on congestion, a comprehensive index "traffic congestion contribution" is recommended according to the spatiotemporal characteristics of congestion. This paper sets up a congestion identification system and illustrates an application of this system as determining the rationality of land redevelopment.
