Some emergencies, such as road accidents, disturb normal operation of traffic system. Seriously, traffic jam comes into being. On the other hand the road user's response to external environment has been various and posterior. In view of the predetermined confidence level, this paper studies the problem of optimizing trip path of uncertain factor and certain travel-time, constructs a model of fuzzy chance constrained programming (FCCP). A hybrid intelligent algorithm for solving chance-constrained programming models with fuzzy decisions is also designed.
