Modern roundabouts are increasingly favored for their ability to enhance traffic flow and reduce vehicular crash severity. However, their safety performance for pedestrians and bicyclists, particularly in cold regions, remains underexplored. This study investigates pedestrian and bicycle safety in modern roundabouts within cold climates, using Minnesota as a representative case due to its extensive roundabout implementation and unique environmental challenges, including snow, ice, and reduced visibility. Through statistical analyses and case studies, the research evaluates how roundabout design features—such as geometry, signalization, and crosswalk placement—affect safety outcomes. Findings reveal that roundabouts reduce fatal and serious injury crashes for non-motorized users but exhibit higher minor incident rates. Recommendations include high-visibility crosswalks, enhanced signage, and public education to address these challenges. This study contributes to the growing body of knowledge on roundabout safety in cold regions, offering practical insights for transportation engineers, urban planners, and policymakers to enhance safety and accessibility for non-motorized users.
