With the development of e-commerce industry and the improvement of rural economic level, rural Internet consumption is booming. However, the “last mile” distribution of rural e-commerce logistics is facing the problems of imperfect infrastructure equipment construction, high logistics distribution cost, and low distribution efficiency. The “last mile” distribution problem has become the biggest obstacle to the development of rural e-commerce logistics. The idea of drone and truck cooperating in distribution undoubtedly provides a new way to solve the problem of “last mile” of rural e-commerce logistics. In this paper, a mathematical model is established for the vehicle routing problem in which drone and truck cooperate with each other in rural areas. The model takes minimizing total cost as the objective function, including different vehicles, multi-trucks, customer accessibility, vehicles’ load constraints, and time limitations. Finally, the optimization solver is used to solve the small-scale example, and the feasibility of the model is proved. The model can provide guidance for rural e-commerce logistics distribution.
