In this paper, a VISSIM model is set up for a highway-railway corridor with three highway-rail grade crossings (HRGCs) located near signalized intersections on a major arterial roadway. The signal controller, with preemption functions, was coded using Vehicle Actuated Programming (VAP) language (PTV, 2010), which is an add-on module of VISSIM. The VAP controller can emulate the preemption functions for multiple trains in both the signal controller and the train signal controller from the field. The traffic conditions and the train traffic characteristics in the model were calibrated to local field conditions, using empirical train and traffic data. Finally, the characteristics of the non-steady state traffic conditions, due to westbound and eastbound trains passing through the corridor, were evaluated using the model.
