Train program is the core of passenger transportation organization. Train program of passenger special lines is quite different from the existence lines'. This article analyzes the train program conditions of passenger special line. It studies the mode of transporting cross-line passengers and the reasonable train distance. This article proposes that the train program of passenger special line should be formulated in accordance with the train program of the existing speed lines; the transportation mode of cross-line passengers is the combination of inter-line train running and transfer. We supply the method of calculating the reasonable train distance of passenger special line. After calculating, this article concludes the competitive distance of the train running on passenger special line in China is between 100 km to 1550 km.
