An accessible transport environment is a necessary condition for ensuring equal participation of special needs groups such as the elderly and the disabled in social life. By applying field research and policy review, the study analyzed the status quo and existing problems of relevant standards and norms of accessible bus and trolleybus transport from the aspects of bus stop, vehicle and service. Through a detailed analysis of the elderly, disabled people and other special needs groups for their specific needs of accessible bus and trolleybus travel, the study recommended to develop China’s urban bus and trolleybus accessible transport standard system, and put forward five corresponding countermeasures, in order to promote the formulation and revision of Chinese accessible urban transport standards under the background of building China into a country with strong transportation network, and upgrade the level of urban transport accessibility.
