This paper explores an intelligent solution for safety management of urban rail transit in Shanghai to enhance emergency capability and efficiency. In view of complexity of the co-evolution of incident and rescue, and difficulties in cooperation among existing systems, this paper analyzes emergency process to identify principal components and their mutual relationships. The model of dynamic emergency process is proposed, based on workflow management. The Urban Rail transit Emergency Management System (UREMS) is developed, which supports cross-system collaboration and function integration. A control parameter is introduced to keep appropriate flexibility for cooperative systems. The Case-Based Reasoning is coupled to UREMS to intelligently search candidate plans. UREMS extracts information from Geography Information System to optimize schemes as rescue instructions. This paper discusses system frame, communication mechanism and data collection. This implementation runs as a decision support tool, the simulation example proves its usefulness in decision making and real time control.
