Traffic congestion is a significant problem affecting cities’ development in China. This paper attempts to use a mathematical method for road congestion pricing. Especially such method adopts a bi-level programing model to study the congestion pricing in the Xiao Zhai District of Xi’an. The upper-level model is utilized to describe influential factors of congestion pricing and the lower-level model is used to satisfy the traffic demand. Finally, a simulation case is established by the software VISSIM to analyze the effect of congestion pricing. Results show that the average delay time and the average running time are reduced effectively to relieve traffic congestion.
