In the paper, the road network traffic recovery reliability is defined as the probability that the road network affected by the incident being able to recover to formal performance condition within expected time. Various factors that influencing the road network recovery reliability (e.g. incident nature; incident clearance efficiency; road congestion degree; alternative route availability and information availability), are analyzed. An evaluation method for recovery reliability is proposed and the method is tested on a local road network in Beijing. The numerical results revealed the relationship between the recovery reliability and its influencing factors, which gave us useful guideline for traffic management and plan.
