This paper analyses the existing traffic problems in Guangzhou city and the main reasons of traffic congestion, the challenges to be faced by the city in terms of the urban transport in the 21st century, and presents the measures of traffic demand management (TDM) in Guangzhou in the 21st century with the consideration of the limitation of the road resources and based on the characteristics of the urban traffic demand.
