Despite its 70 years of experience, Iranian Islamic Republic Railway (IIRR) plays a minute role in Iran transportation market by 13% in tonnage and 25% in ton-kilometer. The important question IIRR is facing with is that whether this low participation share is due to lack of investment in this industry or inappropriate utilization and inefficient practicing of existing facilities. This paper tries to come up with an answer for said question by using a liner programming model to optimize the utilization of the existing facilities and analyze the importance of the decisions now IIRR is facing with and give some comments on due course.
