Taxis circulate in search of customers, occupying road space and decreasing efficiency. Taxi boarding without organization increases congestion, especially in busy downtown areas. It is necessary to set taxi stands to reduce negative effects caused by taxi boarding. The locations of taxi stands should match demand. First, we get spatial distribution of taxi demand through floating car data. Then, a multi-objective programming model is established. The model sets minimum taxi stands to cover taxi demand as much as possible. Finally, with the given service scope and expected service coverage, we get the number and location of taxi stands. Sensitivity analysis of the number of taxi stands can provide a decision-making basis to keep a balance between service quality and cost economy. This method can provide a solution to set as few taxi stands as possible to match taxi demand. It can also be used to choose locations for other facilities.
