The essence of the street is a multi-user allocation process that allocates the finite urban transport time and space resources to two kinds of traffic and lifestyle demands between various traffic travelers and different types of residents. One-dimensional classification and one-sided emphasis on urban road traffic function while ignoring its city life function, the classification method using car traffic and speed as main parameters is objectively oriented to meet the vehicle out-driving trip and weakening fully considerations of walking, cycling, and other transport demands. To promote the development of urban green transport, this study uses a new approach to classify urban road, apply a two-dimensional classification matrix of street based on its duo-functions of traffic and space, and discuss the rules of matrix elements weight value that can improve the balance of street plan and design. The methodology is applied to neighborhoods in Wuxi Sino-Swiss eco-city. This can provide new ideas and methods for street plan designed to promote urban green transportation.
