The problem of residents’ transfer and short-distance travel can be solved by the urban bus microcirculation system. But passengers and bus companies have different considerations in the setting of bus routes. So, this article planned the profits of passengers and bus companies synthetically and built a bi-level programing model in order to plan an urban bus microcirculation system effectively. The minimum of transit operation costs and passenger travel costs was used as the upper level model, and the maximum of passengers’ direct arriving rate was used as the lower level model. The bus microcirculation routes were finally inferred from the bi-level programing model. The genetic algorithm was used to solve the model, and then an example was given to validate the feasibility of the model.
