By analyzing the relationship of traffic flow instability and the detection index of pavement distress, an evaluation method of pavement safety state was presented on the basis of pavement distress detection. The detection index of pavement distress was selected based on the dependence analysis and qualitative analysis. According to the distribution tendency of the coefficient of variance of speed standard deviation (CV) value, the effectiveness of the detection index value of pavement distress, which could be used as safety state evaluation index, was verified, and the influences of traffic flow and truck percentage on the CV value distribution were analyzed under the simulation environment. The CV value distribution data simulated according to the similar traffic patterns in the pavement data were collected to analyze the correlation of CV value and pavement detection index, then the relationship model between CV value and pavement detection index value was established and the safety state of freeway pavement could be determined based on the variation of CV value. The results show that through the point of view of traffic flow, the pavement safety state of freeway can be evaluated by the CV value.
