Finding available waterfront property suited for development of a significant 12-vessel ferry maintenance base in an urban marine environment is a challenge. The San Francisco Bay Area Water Emergency Transportation Authority (WETA) has a unique dual purpose to operate and expand Bay Area ferry service, while also coordinating the water transit response to regional emergencies like earthquakes. To accommodate this growing fleet, a Central Bay Operations and Maintenance (CBOM) Facility will serve as both a base for WETA’s Central Bay ferry fleet and an Emergency Operations Center (EOC). WETA chose a site at Alameda Point, within the former Alameda Naval Air Station, due to its central location in the Bay relative to WETA’s ferry routes. This paper will discuss the approach taken to program, plan, permit and design WETA’s CBOM Facility, including the design challenges of implementing the required building, site and marine infrastructure into a relatively constrained site.
