Traffic jam increases the traveling time, the running cost and the traffic accidents and deteriorates the environment, which seriously restricts the development of the social economy. This paper aims to analyze the spatiotemporal distribution characteristics of the traffic flow, to construct the spatiotemporal equilibrium model for leading the vehicles in the road network around, and probe into the decision-making method and decision-making frame that leading traffic jam. The model was input into the traffic simulation software—VISSIM to lead the traffic flow around one road when traffic jam happens. The result shows that the vehicles can select a more reasonable route so that the average traveling time decreases greatly, the traffic crowd degree of the road network is eased, and the traffic efficiency is enhanced evidently.
