Transfer preferential benefit of urban public transport has been put into operation interiorly. However, whether and in which degree can this policy ease the traffic pressure is unknown. In order to forecast the variation of travel mode choice after the operation of the policy, this paper established a travel mode choice model. The result shows that this policy does have much impact on travel mode choice. Travelers who used to take bicycle/electric bicycle will be attracted to this policy considerably. The recommended margin of preference is 1.0 Yuan and1.5 Yuan is preferred if the decrease of profit on operating can be accepted. Besides, travel time should be as low as possible so that sharing rate of public transport can be improved.
