Comparing with general cargo transport, Heavy or bulky road freight transport (HBRFT) is more different and specialized. In the transport process, the security implication of HBRFT is greater. Regulating HBRFT is an important method to improve service level and road traffic safety. Based on policies such as road management requirements for overloading transportation, this paper puts forward basic requirements of carrier. Focusing on the business process, this paper puts forward specific requirements on preliminary data collection, site survey, transportation implementation plan, declaration and bridge clearance, preparation before shipment, road transportation, and delivery acceptance.
