The research in this paper is to survey the U.S States and local jurisdictions on ITS technologies that are being used to better warn motorists of an on-coming train, and to survey applicable companies on other ITS technologies which may be appropriate for application to the highway-rail grade crossing safety. Based on the survey, this study identifies the current "best practices" for improving highway-rail grade crossings, and provides recommendations for additional experimentation. The survey instrument was designed for use to survey the State Departments of Transportation (DOTs) and other state officials; the railroad officials; the federal and other state agencies; as well as other appropriate experts in the field. The survey instrument includes a series of questions regarding what ITS technologies are being used in the field to warn motorists of an on-coming train. A total of 291 agencies and 55 companies were surveyed by mail, phone and e-mail. 57 agencies and 18 companies responded. A statistical analysis on the surveyed data was performed. All identified ITS technologies in the survey were ranked by the extent of applications and level of success for each technology. The "best practices," with respect to the application of ITS technologies to improving highway-rail grade crossing safety, were identified.
