Intersections are the critical nodes of the road network capacity which affect the travelling efficiency of the whole road network. With the development of connected vehicle (CV) technologies, speed guidance based on the CV becomes an effective way to improve intersection efficiency. Using the vehicle to infrastructure (V2I) communication, the vehicles approaching an intersection can receive real-time information of signal phase and timing (SPaT). By integrating the information of SPaT and the vehicle’s state, an advisory speed model is proposed to direct the vehicles through the intersection of fixed-time traffic signals in an environmentally-friendly way. The proposed model adopts different guidance strategies to provide a corresponding advisory speed for different SPaT states. To evaluate the guidance performance, an index system is built including three indices: the delay, the stop time, and the number of stops. Using the EstiNet simulation tool, a CV environment is established to analyze the impact of the proposed model on travel efficiency. The simulation results indicate that the proposed advisory speed model can significantly decrease delays, the total stop time, and number of stops and improve the traveling efficiency of intersections.
