When nature disaster occurred, road network system is the vital lifeline for disaster relief. Evacuation, dispatching of rescue teams and delivery of disaster supplies all need road network. How to restore the road network so the evacuation and relief work can be doing well is an important research issue. At first introducing the connectivity reliability and critical degree, then establishing transportation network reconstruction model based on connectivity reliability for post-disaster in the emergency phase. Under the conditions of the limited resources, the upper layer's optimization goal is the smallest of the greatest critical degree, and the fortified of the system reliability. The lower layer is the multi-user equilibrium assign model. The bi-level plan model uses the variation inequality sensitivity analysis method to solve the problem; the lower layer is solved by Frank-Wolfe algorithm. Finally, the validity of the model and algorithm has been verified through a case.
