Ports are the primary gateways to international trade and represent an essential resource in the cost-effective operation of the U.S. economy. Disruptive events such as Superstorm Sandy and the West Coast Labor Slowdown have shown that delays in the recovery of port operations can have significant economic as well as social costs, and can severely impact both the land-side and water-side of supply chains. This paper addresses the issue of enhancing port resiliency and provides a set of high level guidelines, supported by illustrative examples, which will help stakeholders prepare for, respond to, and recover from port disruptions. The focus of the effort is on identifying and elaborating the steps needed to coordinate freight movements through ports in times of severe stress on operating infrastructure and services. The paper demonstrates that considerable ingenuity has been used in finding solutions to past disruptions in port operations.
