Mountain highway in rural area (MHRA) are a serious accident hotspot in the highway system. Through multiple methods of literature review, spot field investigation, and experiences from traffic safety management, both the traffic and traffic accident characteristics for MHRA are analyzed, from the aspect of road, traffic operation, and roadway environment and from the viewpoints of traffic accident pattern, time, and space. Further, the association analysis of traffic and traffic accident characteristics are implemented to discover the traffic safety influence factors for MHRA. By adopting the notion of active safety and systematic analysis, an active traffic safety management system (ATSMS) for MHRA is proposed, which aims to prevent the occurrence of traffic accidents and raise the level of traffic safety at MHRA. It contains four aspects of improving road conditions, optimizing traffic safety facilities, enhancing the traffic law enforcement, and other new prevention and control measures. Finally, some pilot applications are conducted in several MHRAs.
