Xiangjiang is the largest river in Hunan Province, and the shipping industry has a major impact on the province's economy. For the sake of people and property safety, the number of accidents must be reduced. According to the theory of "Man-Machine-Environment" system analysis engineering, four main factors of water traffic accidents are crew, vessel, environment and management. As management only takes effect macroscopically, this paper will not take it into consideration. Evaluating standards will also be given based on each index, thus providing an early warning system for Xiangjiang water transportation.
