The aircraft arrival optimization problem remains an important research topic in China because of the rapid development of civil aviation transportation. According to the analysis of arrival flights, a slot equilibrium algorithm based on airspace status is proposed. This algorithm is divided into two sub-algorithms: presaturation slot allocation algorithm and exceed-saturation slot allocation algorithm. When the airspace is not very crowded, slot allocation tries to reduce the operation of flights. Otherwise, slot allocation tries to decrease flights' delay times. Simulated experiments demonstrate that the algorithm can be effective in reducing delays, alleviating the burden on the controllers, and the allocation scheme is reasonable.
