Variable speed limit (VSL) control is a relatively common control strategy. By smoothing traffic speed and optimizing traffic status, the efficiency of urban expressway systems would be greatly improved. With the development of intelligent transportation systems (ITS), intelligent vehicle infrastructure cooperative systems (IVICS) can obtain the real-time microscopic information of vehicle more accurately and broadcast the speed limit information to the drivers. By combining IVICS and VSL, we can set up speed limit sign with on board unit (OBU) and obtain better control efficiency. In this paper, we proposed a VSL broadcast strategy based on IVICS. Focusing on the work zone of urban expressway system, this paper built up a simulation scenario based on Microsoft Visual Studio and VISSIM co-simulation platform. The simulation results indicate that in the situation of urban expressway work zone, the proposed VSL broadcast strategy can alleviate congestion, reduce the length of queue, and decrease travel time.
