Railway transportation plays an important role in China's economic development. Similar to the case of economic development, the railway industry involves cycle fluctuation. The paper proposes a spectral theory-based approach to analyzing the characteristics of railway transportation cycle fluctuation. The case studies on identification and determination of the four transportation indicators, including railway freight volume, freight turnover volume, passenger volume and passenger turnover volume, indicate that there is a medium wave of 7–9 years and a short wave of about 3 years during the development of railway transportation.
