Congestion analysis and identification is important in traffic control and the information service field. VISSIM is used in this paper to simulate an urban road network and analyze the correlation of adjacent congestion. First, a simulation environment was built based on VISSIM. Then, the correlation of queue length and travel speed of adjacent roads was analyzed. From the correlation analysis, it is shown that there is causal relationship between adjacent congestions. Congestion occurring on some links is caused by congestion occurring on other links nearby. This condition is called congestion diffusion in this paper. During the simulation, some congestions occurred on adjacent links, but their correlation was weak. This condition is analyzed and is defined as pseudo-congestion diffusion. A method to distinguish pseudo-congestion diffusion from congestion diffusion is put forth.
