This study defines the scope and content of policies for managing comprehensive transportation demand in urban agglomerations. Considering the diverse management requirements at different stages, including the generation and distribution of comprehensive transportation demand in urban agglomerations, mode choice, and spatiotemporal distribution regulation, this study innovatively constructs a policy framework for managing comprehensive transportation demand in urban agglomerations, focusing on three dimensions: controlling the total volume of transportation demand, optimizing the transportation structure, and balancing the spatiotemporal distribution of demand. This research integrates various policy tools guided by the principles of holistic consideration, sustainability, prioritizing public transportation, and societal acceptability. It outlines the components of comprehensive transportation demand management policies for different categories and analyzes their policy mechanisms. This study offers valuable guidance and reference for the scientifically informed development of transportation demand management policies within urban agglomerations.
