This paper investigated the safe speed of passenger cars on horizontal curves of rural roads in China. A typical SUV was selected as the investigated vehicle. CarSim multi-body simulation was used to develop simulation scenarios consisting of various geometric design characteristics and adverse weather conditions. Based on vehicle dynamic characteristics on horizontal curve alignment, a safe speed was determined on the condition that the vehicle remains a safe speed without skidding, rollover, and transient lane-departure. The RBF neural network was used to analyze the data and establish a safe speed prediction model. With the increase of horizontal curve radius, the effect of the crosswind has a more pronounced effect on maximum safe speed. The safe speed prediction model based on RBF neural network has high accuracy and can be used to help formulate reasonable speed limit strategies for rural roads.
