In order to improve existing highway network planning theory and methodology systems and make them more efficient and rational in utility of limited road construction resources, this article analyzes the internal economic mechanism of highway network planning and development by applying system analysis method according to transportation demand theory. Combined with the fact that the essential function of highways is to serve transportation, we search out the disadvantages of current planning theory. Four constraint factors of highway network planning are proposed: construction cost, transportation cost, land use cost, and highway network efficiency. By analyzing the mutual constraint relations among these four factors, we construct the single factor programming model and the comprehensive programming model, and propose the corresponding algorithm.
