This paper defined and classified traffic anomie behavior to explore the key factors of traffic anomie behavior, to standardize the behaviors of traffic subjects, and to maintain a reasonable traffic order. By analyzing the influence of the road traffic environment and the social environment, the questionnaire survey was conducted with participants in the traffic anomie behavior. SPSS was used to process data obtained from the questionnaire. The fault tree was used to qualitatively and quantitatively analyze the factors causing traffic anomie behavior. The important degree of influence factors that cause the behavior of traffic participants was obtained. The weights of key causes that influence the behavior of traffic participants are sorted in descending order: traffic infrastructure, traffic management, traffic participant quality, safety education, and laws and regulations. While urban traffic management is more focused on motor vehicles, traffic anomie behaviors of pedestrian and nonmotor vehicle is more frequent.
