The county economy in China is the fundamental regional economic unit, and the passenger transport volume is one of the basic indicators to reflect a county economic development. In this paper, by considering the characteristics of the operation of passenger highway transport, the operating passenger cars would be divided into three classes: 1) cars that take operation in the passenger terminal, 2) cars that do not take operation in the passenger terminal but with fixed-lines, and 3) cars that are rentals. Their investigation methods are - statistical reports collection or the concentration survey in passenger terminal, car-survey method and sample survey method in business place. According to general characteristics of the above three types of passenger transport volume and the actual survey conditions of grassroots management departments, the simplified, easy-to-use statistical model was proposed. It is a two-stage calculating model, which combines multi-class traffic projections and road network transport volume (fluctuations) projections. Finally, the feasibility and effectiveness of the method have been verified by the investigation of a county in Heilongjiang Province.
