With the rapid increase in the number of private cars, problems such as traffic jams and irregular parking have become a common phenomenon on the roads of the fragile communities' microcirculation. This article aims at solving the problems existing in communities' microcirculation in Jinan. Contraposing the details of community roads, we first give the definition and three basic principles of micro-reform. Then, we propose four methods for micro-reform as follows:(1) managing congestion with blocking; (2) managing parking with blocking; (3) managing retrogradation with coordination; and, (4) seeking smooth traffic by detour. We use Community Qilishan, Jinan Maternal and Child Health Hospital, and Sunshine City as case studies.
