Traffic congestion has become a critical issue across the United States, disrupting transportation networks and negatively impacting public health, quality of life, and the environment. Its effects vary significantly by roadway type, geographic location, and time of day, with metropolitan areas experiencing the most pronounced challenges. While many studies address traffic congestion, a comprehensive roadmap integrating emerging technologies and diverse mitigation strategies is lacking. This study fills that gap by conducting an extensive literature review and expert interviews to develop a strategic roadmap for traffic congestion reduction. It examines 14 distinct mitigation strategies, evaluating their effectiveness across different metropolitan areas, and employs a rating system to prioritize strategies based on area size and implementation timeline. The resulting roadmap serves as a practical guide for practitioners, researchers, students, and policymakers, offering valuable insights for informed decision-making on traffic congestion reduction, infrastructure investments, and policy development.
