In traditional differential GPS positioning, the vehicle management system is too complex to monitor the user in real-time. Recently a continuous operation of satellite positioning services, a comprehensive system with multiple base stations and network RTK techniques, has become a focus of GPS application development in some foreign countries, such as Japan. Domestic enterprises not only lack qualified personnel who have advanced management training, or have a clear concept of and experience with practical applications of management, but also the lack of a platform to develop these ideas. This paper is based on applications of high a precision dynamic positioning service in the Tangshan City Vehicle Management System, provided by continuous operation of satellite navigation and positioning system reference stations, which consists of a satellite tracking base station, a system control center, data center users, user applications and other parts. Through Internet or wireless networks, we can receive and record GPS carrier phase observation data from CORS data center and from user mobile station, thus achieving real-time differential processing and sending three-dimensional coordinates of the vehicle, speed and precision indicators, and other the necessary information to the user mobile stations.
