To express integrated optimization of multifile hubs location and mixed network design, a bi-level programming model was introduced for mathematical models. The upper-level programming problem is a multi-objective programming model to minimize total impedance in a network and minimize total investment budget. The lower-level problem is a user equilibrium assignment with fixed demand. Specific design and solving steps based on immune clone algorithm was given. Then a numeric example for solving under the conditions of different decision weights was given. The result demonstrates that (1) the model is effective and the algorithm is feasible; (2) after the hubs are built, if the decision is in favour of transport network management, there are more trends to build new roads to reduce network costs and overall costs.
