Emergency vehicles play an important role in emergency rescue. In this paper, the use of the Cooperative Vehicle-Infrastructure System in an emergency vehicle preemption control field is described and a preemption control method for emergency vehicles is established. In the study, the model of the preemption control method was proposed to estimate travel time of emergency vehicles and further realized a decision-making assistant method. In addition, a variety of simulations was conducted and the Taicang Speedy Ambulance First-aid Emergency Rescue Operation Supporting (SAFER) System was established. Verification results show that the preemption strategies for emergency vehicles reduce the travel time of emergency vehicles by more than 50%.
