Because modern big cities contain a huge quantity of population and concentrated buildings, so they would pay a serious price if disasters happened without preparations. To meet the needs of urban disaster prevention and relief, this paper analyzed the impacts which are brought by disasters and introduced primary concepts such as disaster, disaster prevention and so on. Disaster reduction thoughts and redundancy design ideas were brought in on the basis of satisfying transportation requirement of both normal and disastrous times. Then, this paper introduced principles, characteristics and applying range of Hall for Workshop of Metasynthetic Engineering, and, tried to import it to disaster reduction planning. After that, an example was shown to evaluate the feasibility.
