A comprehensive evaluation index system of Rail Passenger Satisfaction is established and the factor set is divided into two levels, the comprehensive fuzzy evaluation model for the quality evaluation of rail passenger transportation is founded by using the comprehensive two-level fuzzy evaluation method. Then introduces the basis idea of the Rough Set,the decision table was established by the rough set theory and makes some redundancy indicators simplified and determine the relevant evaluating indexes by establishing decision-making table. Finally, comprehensive evaluation for the index system of a Rail Passenger Satisfaction is made, the results show that this evaluation system avoids the simplification of the evaluation process and it conquered the difficulties of the comparison between quantitative and qualitative indexes of the Rail Passenger Satisfaction. Hence this evaluation system will offer some methods for the service improvement of rail passenger transportation.
