The maximum number of gathering passengers (MNGP) is an important index for the scale design of high-speed railway stations (HSRS). This paper establishes a passenger arrival distribution model considering uncertainty of on-the-way time from home to HSRS, based on the analysis of the relationship between train departure time and passenger arrival time. When the departure number of high-speed trains per unit time changed periodically, the number of waiting passengers in HSRS also changed periodically. Its maximum value is obtained at a peak of the periodic function. The MNGP in a HSRS changes periodically with the increase of the length of the uncertain interval of travel time from home to HSRS, and the maximum value gradually decreases. Compared with large cities, the MNGP in HSRS in small cities with relatively certain travel time is generally small. The conclusion helps predict waiting passenger flow of new HSRS and plan the waiting area scale.
