To reduce traffic congestion, traffic corridor including freeway and streets should be coordinately controlled as a whole. Firstly, the limited speed-control-guidance traffic flow model is built to analyze traffic flow characteristics under the influence of speed limits, on-ramp control and guidance information. Secondly, the bi-level model is proposed to coordinate traffic control and guidance, whose upper model is the control model, in which ramp regulative rate and limited speed will be output, and whose lower model is concerning multi-class users dynamic traffic assignment, where in accord with the users' characteristics, equivalence model of Dynamic User Optimization (DUO) and Stochastic Dynamic User Optimization (SDUO) based on Variational Inequality (VI) is set up. Thirdly, based on Iterative Optimization Assignment (IOA), a solution of bi-level model is suggested. Numerical experiment indicates the coordinated control strategy can obtain a satisfactory result.
