This paper is based on vehicular networks and analyzes disadvantages of collecting road information through fixed detectors. It presents a basic principle and design framework about collecting traffic datum based on vehicular networks. On the basis of this, it mainly studies a discriminating model about network traffic state based on vehicular networks and analyzes vehicular networks’ specific features. This paper collected urban road traffic state information by using GPS, and then in network traffic information that was collected, after pretreatment, was combined with an improved ID3 algorithm, using C# language, to output road traffic condition. Using the algorithms of vehicular networks combined with ID3 algorithms, the road traffic state can be quickly judged. The result of examples show that the proposed method can effectively discriminate the road traffic state and improve road capacity.
