Vehicles' speeds significantly contribute to traffic management. Therefore, efforts are needed to collect speeds effectively, conveniently and cheaply. This study attempted to find a novel approach by considering both GPS and cellular networks to collect vehicles' speeds. According to the concept of the approach, the software used in mobile terminals was developed for speed collection. Pilot experiments have been conducted to validate the software. Results show a good regression relationship (R2 = 0.964) between speeds collected by mobile terminals installed the software and those by calibrated driving recorders mounted in vehicles. The RMSE of 1.846km/h also confirms the excellence of the approach. Future challenges and possible solutions are recommended for further development of this novel approach.
