New urban districts are the inevitable outcome of urban development at a certain stage and, good or bad, planning directly affects the development of the whole city. The choice of a public transportation development mode is an urgent problem in the process of the implementation of public transport priority development in urban districts including the functional orientation, traffic characteristics, and current situation and problems related to land use, combined with existing technical and economic characteristics of the city's main public transit mode. This paper probes the influence factors of public transit mode choice and establishes a new urban district public transit mode decision matrix. Finally, taking the Nanjing Hexi new district as an example, the paper verifies the applicability of the matrix.
