In order to increase average speed on expressways, restrain the phenomenon of overspeed and sudden change in speed, and improve public satisfaction, it is necessary to study the effects of an adjustment in sign speed. This paper evaluates the expressway sign speed adjustment project by focusing on operating speed and analyzes the coordination of operating speed and sign speed. The relationship between the accident rate per million kilometers of highway in Zhejiang Province and the vehicle speed coefficient of variation is established, and the vehicle speed coefficient of variation is broken down and evaluated. A reasonable speed is proposed to support law enforcement and compliance; the research into speed is summarized to ensure safe and efficient driving.
